Catalonia invests €1 billion in the sustainable urban transformation of its neighborhoods
Catalonia is taking a bold step toward sustainable urban transformation with the new 2025–2029 Neighborhoods Plan, an initiative that includes over €1 billion in environmental and social investment by the Generalitat and local municipalities. The objective: to renovate public spaces, improve the quality of life for more than 440,000 people, and build more sustainable, inclusive, and climate-resilient neighborhoods.
Revitalizing neighborhoods with a green vision
This ambitious program will be rolled out in 27 high-vulnerability neighborhoods across Catalonia, combining social interventions with structural improvements that prioritize green infrastructure, energy efficiency, and climate adaptation.
Planned actions include:
- Energy-efficient renovation of buildings
- Creation of new green areas and community spaces
- Accessibility improvements in hillside neighborhoods
- Promotion of sustainable local economies
All of this is part of a broader sustainable neighborhood renewal strategy, where sustainability is not an add-on—but the core principle of transformation.
Beyond urban planning: social and economic sustainability
In addition to its environmental focus, the plan emphasizes social cohesion. It will strengthen educational services, support programs for vulnerable groups, and enhance spaces for citizen participation. This holistic vision of urban transformation aims to reduce structural inequalities through improvements in the physical, economic, and social environment.
This model aligns with the values we promote at Wegsco: integrating sustainability into all layers of urban development—from city design to efficient resource management.
A forward-looking model
This level of environmental investment represents a unique opportunity for Catalonia to demonstrate that another model of growth is possible: one that is more balanced, more just, and greener.
